At 9:10 am, AZDOR Deputy Directors Dr. Grant Nulle and Robert Wood, will provide an update on the happenings within the department.

At 10:00am Bradley Burnett will be presenting 4 hours on 2020 Mid-Year Tax / PPP Loan Update Juggling Torches and Putting Out the Biggest Fires First
What a long strange trip it’s been. In response to COVID, that is. First came tax deadline extensions, then the CARES Act, then PPP loans took over the Western world, and changes keep pouring out by the buckets full. Business losses are piling up. Tax practitioners are juggling torches.

What to do about it all? First, keep putting one foot in front of the other. Second, learn all about what’s changed so we can push through this new wilderness in flying colors. This session has its finger on the pulse of the most relevant government responses to COVID (and other new developments) and exactly what we need to do to respond. While we’ve all been treading water, there is oh so much new on the table than you might think.

At 2:30 pm, Lisa Novack, IRS Senior Stakeholder Liaison for Arizona will conduct a panel discussion on where we are at now. The first half of 2020 has been a period of uncertainty, dramatic disruption

in most aspects of life, unanticipated change and persistent anxiety. All of these things are stress-inducing. And it may be that these conditions will be with us for some time. As we reach the point where IRS is planning to reopen and begin to resume normal operations, how will that impact taxpayers and their representatives, especially when it involves compliance efforts, such as audits and collection procedures? In both examination and collection matters, IRS often requests taxpayer information that it requires within a short timeframe. Will a 14- or 21- or even 30-day response period be sufficient, especially when financial institutions and recorder’s offices have curtailed most direct interaction with clients and members of the public, thus making access to records more difficult? If a taxpayer assembles the records requested by IRS, and then retains a tax professional to represent him before the Service, will the tax professional feel the need to “quarantine” the records for a period of time before working with them? And after the documents are reviewed and analyzed, will the tax professional be required to somehow guarantee to the government that the records are “safe”? Who bears the cost of making them “safe” for the government? In cases where an IRS auditor or collector requires an in person meeting with a taxpayer (or representative), must that taxpayer comply? If an auditor or collector wishes to inspect a place of business, will the taxpayer be able deny access, or to require the government official to sign a release of liability? What other issues should be considered?
